JOINT BUILDING SERVICES Tweed / Stirling-Rawdon / Deseronto / Tyendinaga

The Municipality of Tweed, the Township of Stirling-Rawdon, the Town of Deseronto and the Township of Tyendinaga have entered into an agreement for joint building services. The joint building services agreement came into effect April 1, 2005.

Ken Buxton has been appointed as Chief Building Official and Jim Shiner has been appointed as Building Inspector for the four municipalities. The CBO and Building Inspector will work out of each of the four municipal offices on a rotating schedule (below).

Administrative services for the CBO and Building Inspector will be carried out through the Stirling-Rawdon office. A separate telephone line, dedicated for building services, has been put in place at that office. The number is as follows: Local Calls 395-5166; Toll Free 1-866-414-0088. Calls for all building inspections should be made to this number.

Thursdays 2:00 p.m. to 4:00 p.m.

Building, plumbing and septic permit applications can be picked up from the local municipal offices during regular hours.

CONSTRUCTION PERMITS

Municipality of Tweed By-Law No. 2005-39 sets out the provisions and the fees for construction, demolition and change of use permits and inspections.

The by-law outlines the permit fees for all construction, including the following: new residential houses, apartments and additions; commercial and industrial; garages, sheds, utility buildings, carports and porches; residential renovations; farm buildings; swimming pools; demolition permits; plumbing permits; and demolition permits.

A PERMIT IS REQUIRED for the FOLLOWING:

• to remove any partitions.
• to move or relocate any plumbing fixtures.
• to construct or replace any roof structure.
• to construct any addition to existing dwelling.
• to install any door or window where none exists.
• to install any door or window which is larger than the existing one.
• to construct any footings.
• to construct any basement under an existing structure.
• to construct any deck.
• to construct any guards or railing on a deck more than 24 inches above grade.
• to construct any addition to an existing storage shed so that total area exceeds
10 square metres.
• to construct any boat port or boat house or dock.
• to construct any concrete floor which covers or encases plumbing.
• to construct brick or masonry fireplaces.
• to construct brick or masonry chimneys.
• to install any wood burning or solid fuel burning appliance.
• to erect a factory built fireplace or factory built chimney or allied chimney.
• to add a porch (screened or glass) to any dwelling.
• to add a roof to an existing deck.
• to install insulation and vapour barrier.
• to construct a carport.
• to change use of a building.
• to construct an entrance or driveway (contact Public Works Dept.)
• to demolish a building or any part of a building
• to replace or shingle a roof with steel.

A PERMIT IS NOT REQUIRED for the FOLLOWING:

• to paint.
• to drywall.
• to re-shingle any roof (shingles to shingles).
• to replace siding.
• to replace doors or windows of the same size.
• to install or repair soffit or fascia.
• to construct any storage building less than 10 square metres (building must meet setback requirements of zoning by-law).

BY-LAW ENFORCEMENT The By-Law Enforcement Officer is responsible for enforcing many of the municipality’s by-laws. Copies of municipal by-laws are available from the municipal office or by contacting the By-Law Enforcement Officer. Council generally passes from 30 to 50 by-laws in any year. Many of these by-laws pertain to specific properties, such as zoning amendment by-laws. Some of the by-laws which are passed apply to all properties and residents in the Municipality and pertain to such matters as traffic and parking; noise; property standards; animal control; special events; fees and charges; building and construction; signs.
